The Arley Consulting Company Limited (TACCL) was commissioned by a landfill operating company to design and Construction Quality Assure the landfill capping system of a 100 ha landfill site at Billinge, Merseyside.
A detailed landfill capping design was prepared taking into account the planning and waste management licence conditions. The design proposed to utilise a geosynthetic clay liner (GCL) overlain by a layer of cover soils to achieve the requirements of the licence and planning. Following discussions the design was approved by the Environment Agency.
Following approval of the design, a construction quality assurance method statement was produced by TACCL detailing the works to be carried out on site and the methods to be adopted for the construction of the capping system.
TACCL provided an EA approved construction quality assurance engineer to supervise the installation of the capping system and to ensure that the CQA method statement was followed.
The site works involved the keeping of accurate records of all activities relating to the capping layer, the taking of samples for conformance testing and general supervision of the contractor.

On completion of the site works a detailed CQA certification report was compiled by TACCL for submission and approval by the EA.
